Assembling the downspout garden turned out to be a piece of cake once we drilled the overflow hole. (This is a livestock tank variation on the PWD's planter.)
For that we had gone to the tool library for a 3" hole saw bit to match the 3" PVC pipes we had bought. We then discovered the tool library did not have the 3" hole saw on its shelves like its database said it did, so the next weekend we ran back to the hardware store, exchanged the 3" pipes and elbows for 2", and went back to the tool library, where, of course, they had found the 3" hole saw.
No problem, we can weather such frustrations, and we stuck with the 2" system.
Drilling through steel is kinda fun, especially when you don't handle power tools very often, but it was more fun, after I had cut through the downspout and run the new pipe over the container and assembled the overflow pipe and bulkhead assembly (I love that term, "bulkhead assembly."), when it rained, and the thing filled up with water, but only up to the level of the overflow pipe.
